GLASGOW, Ky. — The City of Glasgow Board of Ethics will meet Thursday to conduct a confidential preliminary inquiry into a complaint filed last week.

According to a public notice, the inquiry concerns a complaint submitted May 27 and will determine whether the allegations fall within the board’s jurisdiction and contain sufficient factual information to support a possible violation of the city’s ethics ordinance.

Under Glasgow’s ethics code, the Board of Ethics is responsible for reviewing complaints alleging violations of the city’s standards of conduct by city officials, employees and agencies.

The Board of Ethics is chaired by Rossie Kingery. Mike Rice serves as secretary and Benjamin D. Rogers is a member, according to city records.

The ordinance requires the board to determine whether a complaint is within its jurisdiction and whether the allegations establish a reasonable basis to proceed. Complaints that are outside the board’s authority, lack sufficient factual allegations or are deemed frivolous must be dismissed.

If the board finds the complaint meets those requirements, the matter may proceed to a formal investigation under procedures established by the ordinance.

Ethics code proceedings related to preliminary inquiries are confidential. The ordinance provides that records and discussions associated with that stage remain closed until a final determination is reached.

If a complaint advances beyond the preliminary inquiry stage, the board has authority under the ordinance to conduct investigations, compel testimony and evidence through subpoenas, administer oaths and hold hearings to determine whether a violation occurred.

The meeting is scheduled for 3:30 p.m. in the council conference room on the second floor of Glasgow City Hall.
