GLASGOW, Ky. — The City of Glasgow is making another attempt to find a developer for the former Johnson Farm property after its first request for proposals failed to attract a bid.

The city released a new RFP Aug. 3 for approximately 127 acres at 1573 Cleveland Avenue. The property includes about 60 acres designated for residential development, 22 acres for commercial and retail uses and another 45 acres identified as flexible tracts.

The city purchased the nearly 162-acre property in 2024 for about $6.15 million.

Glasgow’s first RFP for the property was issued last year, but ultimately produced no proposals from developers by the extended Jan. 23, 2026, deadline.

The city is now reopening the process with a new set of requirements for prospective developers.

Under the latest RFP, developers must provide a conceptual plan for the property, a proposed purchase price and information showing they have the financial ability to complete the proposed development.

The RFP advertisement says the city’s goal is to create housing that can help attract people to Glasgow while also providing space for businesses and development that can support the new residential areas.

The property is designated as a Planned Unit Development, meaning development will be subject to specific covenants and restrictions. Proposed plans also must comply with applicable requirements from the Barren County Planning Commission.

The city said the RFP includes information intended to give developers a better understanding of the property, including its development expectations and existing conditions.

The latest solicitation comes after city officials spent months revisiting the property and the terms of the first RFP following the lack of proposals.

Developers interested in the property now have several deadlines ahead.

Written questions are due by Sept. 14, with the final deadline for city addendums set for Sept. 21. Proposals must be submitted by Sept. 28.

The city plans to evaluate proposals Oct. 5, followed by presentations and interviews with prospective developers on Oct. 12. The date for contract negotiations and an award has not yet been determined.

The city has not guaranteed that it will accept a proposal and retains the ability to determine which proposal best meets its objectives for the property.
