GLASGOW, Ky. — The company overseeing construction of the Bounty of the Barrens Farmers Market said it is working to ensure subcontractors are paid for work completed on the project, following a series of liens and ongoing payment concerns tied to the city-owned project.

Clemmons Electric, Botts Plumbing and Dunbar’s HVAC filed liens at the Barren County Clerk’s Office on June 15 naming Concentric Corp. of America. Together, the companies claim they are owed more than $105,000 for labor, materials and services provided during construction of the project.

Concentric Corp. of America oversees STACO Building Company, the general contractor hired to manage construction of the farmers market.

The Bounty of the Barrens Farmers Market is a City of Glasgow project. A previous City Council resolution approved a 10-year lease agreement allowing Sustainable Glasgow to operate the market for $1 per year.

A lien is a legal claim filed when a contractor or supplier believes they have not been paid for work or materials provided.

The resolution approving the lease agreement passed unanimously and takes effect immediately, according to City Attorney Rich Alexander.

In a statement Monday, CEO Dylan Baker said the company believes all valid and properly documented project obligations should be paid.

“The company is actively working through the appropriate contractual and legal processes to verify claimed amounts, resolve outstanding disputes, and ensure the Glasgow Farmers Market project is completed successfully,” Baker said.

He added that the company remains committed to “a fair and responsible resolution for all parties involved while maintaining its focus on delivering a finished project for the community.”

The new facility will serve as both a farmers market and a community gathering space, according to previously released information from officials overseeing the project.

Reached for comment Monday, Mason Dunbar, owner of Dunbar’s HVAC, said he has still not received payment. He said he also spoke with another subcontractor who reported not being paid.

Dunbar said he was contacted Friday by a STACO staff member about resubmitting an invoice originally sent in February, but said he had not received any further updates.
